I think there have to alternatives to more taxation. Reducing the costs of collecting and disposing of green waste would be my preferred option. For example, more use could be made of composting. Not only does the Council need to actively promote composting bins but perhaps subsidise the cost, but also provide more information for residents on how to efficiently compost. It won't be for everyone, but the Council does need to help change habits instead of just levying another tax.
