Has the Congestion Closed Rayleigh For Businesses?

I've sent the Portfolio Holder for Enterprise an email to find out what he intends to do about the damaging effects of Essex County Council's bad planning and Rochford District Council's desire to build without the infrastructure in place.

Dear Cllr Wootten 
I am writing to you on behalf of the residents and businesses I represent in Downhall & Rawreth and Victoria Ward for the town council
Over the past weeks and months we have been subjected to high levels of congestion here in Rayleigh. I'm told by many local businesses that this has had a huge negative impact on their trade. Residents have have suffered greatly with their work/life balance. Much of this disruption has been caused by the large and small scale developments and associated highway works. 
In my opinion, it is not acceptable for local businesses to face a down turn in trade because of poor decision making. Trading conditions for many are already tough due to the downturn in the economy. Residents already spend a great deal of their time commuting. 
I would like to know if and how, as Portfolio Holder for Enterprise, how you intend to address these matters as this certainly doesn't promote a sustainable business area and make our area attractive to inwards investment. The future of Rayleigh's economic growth is under threat by this road chaos.
